  4. I'd like to imagine that racism would definitely strongly be a thing in capitol, so the districts would be organized from whitest of whites in the capitol to less and less desirable and generally darker skinned races as you go out. POC might have --

    although that’s possible it actually doesn’t seem to be that way to me. the people in the capitol seemed to be pretty diverse and there were no derogatory racial comments from the people in the capitol or even president snow.

    it seems that what has replaced racism in panem is rather the hatred of people in the districts versus the capitol elite. perhaps the original assignment of districts was based somewhat along racialized lines but the capitol at least seems to be pretty fully integrated. we don’t get a description of the racial makeup of any of the other districts, not even 13, so it’s hard to know from the books.

    but the reason why i would be dubious about racism in the capitol is that they don’t seem to be very tolerant of anyone who isn’t capitol elite. so though it’s possible that there are different issues within the capitol itself i feel like any kind of diversity would have been eliminated or crushed.

    HOWEVER (i know this is getting long) it’s worth it to note that katniss immediately felt more comfortable around cinna, which could have been partially because he wasn’t white. she could have felt that it was easier to relate to him because he reminded her of people from district 12 more than the white people in the capitol, and he may have been the first non-white person she had seen in the capitol. (obviously it had to do with his personality and courage as well too but his race could have been part of it too.) so there’s that. but you might be onto something here! i would love to see more world-building of Panem in a spinoff series or something.
